If you have received development consent that includes a Housing and Productivity Contribution (HPC) payment condition and your client hasn’t yet made the payment, it may be worthwhile making clients aware that the 25% discount is set to expire at the end of this financial year (30 June 2025).
You may want to review any recent development consents and recommend to your client to make payment prior to the end of the financial year if they wish to take advantage of the discount. There’s no savings provisions, so if it’s a staged approval, like the example below, it would likely be worthwhile paying it all upfront if they intend to proceed with the approved development.
The relevant condition in your consent will be titled “Housing and Productivity Contribution” and will include a table similar to the example below (from Shoalhaven City Council). It would be placed on any development consent lodged from 1 October 2023 onwards for all types of development (residential, industrial and commercial) that increased density.
